Default Transmission issue

So me and my buddy changed my transmission fluid i have a 545RFE transmission now we have only put 6.5 quartz in there because thats what we read to do. Truck was barely moving like having to push down on the gas and rev it to get it to even move a couple inches, so we added another quart same thing and another was getting slightly better we are at 9 quartz now you can tell its trying to get moving better but still not regular moving. So my question is do i need a couple more quartz or leave it as is, im wondering if it needs another quart or not thanks in advance. Its a dodge ram 2004 1500 4.7 V8 4x4 if that helps.

What does the dipstick say? If it reads low, add fluid until it's full.

Wasn't there something about the seals on the filter on those transmissions? I seem to recall they were fun to get into place properly, and if they weren't, you would get the symptoms you describe.

Did you fill the torque converter with ATF prior to installation?

This is a good possibility... Just adding there two different pan filters for this transmission one for 2 wheel drive and one for 4 wheel drive. Make sure you have the filter for 4x4. Also going on memory my truck takes 9 1/4 quarts after draining all night. I would not put anymore fluid in. Lastly the dipstick fluid level should be at full when trans is at 180 degrees. To get the trans to that temp the truck will have to be worked very hard for a long time. A scan gauge works great to see trans temperature when checking fluid level. So assuming yours trans temp is 130 to 150 degrees the trans fluid level should be well below the full line.
You probably did not seat the seal properly or you have the wrong filter.
