How are you determining a loss of “bookoo” HP?

What when I bought my truck in Virginia and I put dual exhaust on and a cold air exchanger I was supposed to be running up to 400 horsepower on my truck. Now that I live in Utah I feel like I'm only running on a maybe 320-325. I just don't have that get up and kick *** on my truck anymore up here in Utah. I was told to check my O2 sensors that can make a big difference is that a true and accurate statement?

Butt dyno’s are not very accurate. How did you know you had 400 hp then and only 320-325 now?
