Chewie, those are VFD screens, there's no bulb behind them.
There's a fairly common'ish problem where some of the IC's on the back of the cluster circuit board end up with a broken or corroded solder connection. If you find such a thing and reflow the solder your screen will come back.
You'll need a really find point soldering iron though, and a little bit of a steady hand.
If you mean that PRND21 are lit up, but it doesn't show the selection then that's a different problem and I don't know what can cause that.

well, technically it could be replaced by taking apart the entire cluster, but it's not a component that you can buy separately. You'd have to replace the entire cluster or fix the broken solder joint.
the biggest issue is that a lot of clusters have been discontinued so you aren't able to get a new one, and I think many of the years of cluster are locked so they can't be reprogrammed by anyone.
I know in my case my dealer couldn't get a new one, and there was no way to reprogram a used cluster because it's another company that does it and they only provide and program new clusters.
your best bet is to pull the cluster out and look really closely at all of the solder joints very carefully.
