Need help wiring remote car starter

Am wondering if there is a transmitter or relay of somekind between the pedal and the light? My driverside tail light doesn't illuminate when the brake is applied. The top bulb, (the bottom works fine). But the blinker works fine also. The ding at the dash is close to driving me nuts everytime I hit the brakes. Dummy light tells me lamp out. Changed bulbs and checked voltage. And the top bulb won't switch to 12 volts from 9 volts like the others.

If you need wiring codes you can go to www.bulldogsecurity.com they have the codes for all makes and models. they even include the resistor value that are required for certain thing ie: door locks, park lights ect. good website.
