Default 2003 ram 2500 5.7l hemi problems

Hi all,
Im new to the dodge family after purchasing a 2003 ram 2500 crew cab and am having a few problems i hope y'all can help me with. First off when i turn my headlights on and use my turn signals my lamp out light comes on and makes a really annoying noise and all of my lights are working as far as i can tell the only thing weird is my turn signals are not actually blinking just fading and brightening any info on how to fix this would be appreciated. Also my climate control does not work at all unless i put blower on max i am just wondering if this is hopefully just a simple cheap fix or if i should replace blower motor/ h vac controls. Finally i have srs code 35 on saying drivers side seat belt pretensioner batter short i cannot find much on this issue and am hoping someone here may be able to shed some light on this issue.

Lights - it sounds like a ground or wiring issue. Does it do it for left and right signal? Closely look at your bulbs, the contacts of the bulb and the sockets.
Blower- sounds like a defective blower motor resistor
seat belt - sorry cant help much. Due to it being drivers I would think a wear issue of some sort. start with checking wiring.

Blower motor high only may be a bad blower motor resistor

his is for an 04 ram but may help with tensioner https://www.manualslib.com/manual/91...4.html?page=52 sounds like you may need to replace the tensioner

Lights , check all the grounds an bulbs real close,,might be a weak bulb on its way out ,Check headlights, turnsignals front and back, brake lights, reverse lights, fog lights, and license plate illuminators.,,the lamp out is seeing unusual voltage , could be a bulb or ground or nicked wire shorting out ,,the 2002 ram has a FCM or BCM whichever you want to call it Front Control Module or Body Control Module , it mounts on end of fuse box under hood , sliver flat looking box on end of fuse box ,4 screws hold it on ,,it controls all the lights even high an low beams , if you cant find any other problems you could remove and make sure plug is not corroded were it plugs in and use some dielectric grease to plug it back in
