Question 5.7 APPS Troubleshooting (2003 RAM 2500)

Accelerator Pedal Position Sensor (5.7 Hemi Magnum - 6 Way Connector with pins in 1 row)

Here's the Connector....

#1) Can APPS be tested with DVM? (On Vehicle? Off Vehicle?)
#2) What is difference Between APPS No1 Signal & APPS No2 Signal? (What is normal for RAM 2500 ....Assuming APPS #1 is 2x value of APPS #2?)

SYMPTOMS:
APPS is on a "project" truck...Just Purchased....Don't know it's History...Any references to Waveforms of APPS Signals Appreciated!
2003 Ram 2500 5.7 Hemi Magnum has DTC's P2108, P2172, P2106 (Intake Manifold has been replaced)...but appears APPS #1 Signal is missing while APPS#2 Signal is present (.45v.....4.5v range).
Starts, Barely Idles and acts like it's in limp mode at idle. (Surges between 500-1000rpm in 2-3 second cycles)
If Kept running long enough...appears to go from Open Loop -> Closed Loop at idle...but doesn't respond well to accelerator pedal movement (if at all).

I have heard broken valve spring could get those codes an poor running , unsure if its you issue but might be worth checking as its common on some of the 5.7
