If you don't need them, then go ahead and cut the heads off and use a hammer and punch to knock them out. The little flat spots where the tips of the head is, is were the bolts are connected to the plate. It's just crimped. The points of the head are smashed over to hold them. More than likely there is an attached washer under the plate that'll need to be cut off to punch them out towards the nut side. Be a lot easier if you can get the punch and hammer on the nut side to knock them out. That way you can cut that plate in between the bolts so one can be knocked out at a time.
