Can't see the other end of it, but, it may have another bolt that looks just like it there, or, it may not. Essentially, it's just a captured bolt. The battery tray on my second gen uses one of those for the lower bolts. Supposedly, it makes it easier to remove, as you only need to be able to get to one side of it. (which is in the fender well on mine.....)
Used to get into tight spaces were can't get a wrench on it. Such as inside the frame rail to mount a plow mount, side steps or the like. Only need to get onto the nut and not have to hold the bolt when tightening or loosening, that is unless it's rusted bad enough that it bends or breaks the "tab".

I see. I might just have to grind it off. i damaged my front and removed everything except one driver side bracket. This where got the most damage. Ill post another picture in the day light.
Should be nuts on the other side of that. Hit 'em with some chems, let 'em soak for a while, then they should come off.
I took nuts off otherside couldn't pull out retainer or whatever these hex tension bolt is called. Ill give go what you said. Get a little aggressive with it.

Hammer and a drift. If you need to re-use that, put something between the hammer, and threads. (block of wood, or something similar.)
