I have a 2003 Dodge ram 1500 4.7... I know I know "you should just get a hemi"
But say I already have a hemi and even if I can just reach a real 15 HP increase I will be complete!!!

Anything you can do to help the engine breath, is gonna help. Cold air will help too, but, I do believe the stock system is already a cold air system. A tuner will help you get the most out of any other mods you do.
Unfortunately there not a whole lot of mods for the 4.7l I have a 2005 and have done intake, electric fan conversion, catch can, exhaust and headers. Each one does a little here and there to help but in the end i will never get my money out of it. The best thing I did to get more pep was I regeared the rear end to 3:92 gear ratio. I would like to do the bigger throttle body and upgrade to the 08+ intake but that a little more $$ then I want to spend right now.

I have a 2002 Dak with the 4.7, my goals are purely daily driver experience + mpg (thread going in the 2nd gen dak forum if interested). so far the best bang for the buck was to wrap the fuel rail (see pic for info). Tested the exhaust wrap with a heat gun & sheet metal and if effectively blocked heat transfer as is out of the package. Fairly easy to install w/o pulling the rail. Air_Ram claims its good for 10 hp. I've been doing it since 2002 or so and almost every time (the 2000 5.9 magnum Ram - ~6% better mpg's from it + fuel cooler), positive results that can be felt.
Have since added a 70mm TB (well worth it) and an Airaid MIT between stock airbox & TB. HP Tuners custom tuning (by me) coming soon...

2. There are many off the shelf options, but honestly unless you seriously ramp up this engine's ability to breath or you're actually stuffing more atmosphere into it, any potential gain will not be worth the expense.
3. Unless you like the look? That "dual ram air intake"? Probably a HOT air intake, since it most likely just sits in front of the engine. Keep your stock one or at least get one that pulls from the stock location and is sealed, either with a lid or to the hood. Even the SRT trucks didn't have ram air hoods, that scoop was to provide cooling air under the hood.
4. Tuner. No one has used EPROM chips for decades, since the mid-late 90's you change the program parameters, not the actual chipset. Be mindful of #1 if you intend to go custom tune.
Surprisingly you've left out more of the well known 4.7 mods from over the years:
1. Intake manifold - used to be the HO was the one to get, but true HO intakes are hard to find nowadays. Even Airram switched over to the 08+ manifold, similar or better just needs TB adapter for the cable TB since the later versions were fly-by-wire.
2. Cams - HO cams are the holy grail that are now made of unobtanium. Get a set of 08+ cams. Combined with the manifold and tuning will work out nicely.
3. Gears - best gear set you could get in a 1500 in 2003 is a 3.92. 4.7's work well with 4.56's. Not too bad a change if you have a 2wd. Gets pricey if you have a 4wd and have to do both ends.
4. Boost - bolt on blower kits actually exist: https://www.boostedtech.com/solution...-supercharger/ Can't go nuts with this one because unless you can actually find an old HO forged crank and build the short block, more than 6-8 psi will give you a bad day.
