Default Secondary Switch Solenoid Circuit Malfunction

Has anyone had this problem with their truck. It is code 1491 on the OBDII reader. I had spoken with the dodge dealer and they told me to keep changing the fuse when ever it blows and they said it will blow whenever it gets around freezing or below. If anyone else has this problem how did you fix it. Please let me know, I have replaced about 5 fuses in the past 3 weeks.

SERIOUSLY!!!! A dodge dealer told you to keep changing the fuses. FIND ANOTHER DEALER!!!!! Did they at least tell what is causing the fuses to break?
