Default 2002 2500 Sifting Issue

I have an issue when shifting from 2nd to 3rd. No mater how long I hold the accelerator down it won't sift. I have to release the accelerator and then press it again before it it will shift into 3rd and beyond. I have changed the transmission filter, gasket, and fluid when I first got the truck. I have been doing a little research on this and found there is also a solenoid in there but wasn't sure if that would solve my issue. Anyone have any suggestions?

Likely 48RE. Its likely just an electronics problem. Changing the governor pressure sensor and solenoid *should* fix it. Get the borg warner heavy duty solenoid.
