Default 45rfe solenoid pack or shift linkage

got a new PCM, got it programmed, guy scanned after and it only showed PO706, he said it’s either the shift linkage needing to be adjusted or the solenoid pack, there is a buzzing/ whining sound from the trans in park and neutral, i already spent $400 for a PCM and programming, don’t tell me i need to spend another $300 on a solenoid pack, is it more likely to be the shift linkage needing adjustment or the solenoid pack, all the gear indicator lights are on, but it’ll go into all PRND12 fine

Cheapest first, which is the bracket(s) you're missing. Dropping a trans pan sucks but if you do, get both filters, a new gasket, and use a torque wrench on the bolts or you will strip them out. Oh, and make sure the linkage from the case is seated into the plate on the solenoid pack or you'll be taking the pan back off.

all new filters and new gasket already, it was a small bracket further up the linkage, it has the main large bracket that holds it

What I usually do is, block the wheels, disconnect shift linkage, put trans in neutral, put shifter in neutral, reattach linkage, making sure NOTHING else moves. Not sure where the actual adjustment is, but, I would bet its under the truck.... right before the linkage hits the trans.
