Default Grey foam blowing from vents

I have inherited a 2005 dodge ram 1500 hemi. When you run the blower motor and have selected outside air as source I get bits of grey foam blowing through vents, especially the windshield defroster vents into the dashboard. Is the air recycling/ fresh air door the source of the foam..and how do I remedy this as i have no desire to be breathing 20 year old grey foam particles..thanks!

The foam was used as a sealer in a lotta places in the HVAC box...... If you want it to stop doing that, only option is to pull the box, (which means at least moving the dash....) and going thru it.
