most dealers log into www.manheim.com and go to the internet MMR to check to see what they are selling for at the auction to get you a trade-in value... KBB and NADA rarely reflect the current market conditions with any sort of accurancy. Manheim is one of the nations largest auction companies and 9 times outta 10 its where your trade-in is going to go anyway since they have auction locations pretty much everywhere.
For that kind of money, your friend should look for a new 2006 end of year truck with rebate or incentatives added. I bought my new end of year 2005 QC Hemi SLT for $24K and it had a list price of $34K.
i got my 04 4.7 qc slt, w/ 20s and a 3.92 lsd rearend right when the 06s came out for 17.5. that 03 hes looking at is almost 4 years old and i wouldnt pay that much for a 4 year old truck. new ones are going for close to that price. alot of times ive seen dealers get a nice truck and price it just a few thousand under what a new one would cost and try to trick people who are just dead set on buying a certain type of truck but dont think they can afford a new one. they go into it without even looking at what a new one costs and think they get a good deal on the used one but they dont. two dealers tried that with us when we went to get my truck. they had an 04 ram qc hemi slt with 20s 2wd for like 25k and a new 06 would have only cost us 27-28k and with the discounts on new trucks it would have ended up being cheaper to buy a brand new one.
I recently bought a 2004 quad cab 4x4 with a HEMI with 33000 miles on it. Love it by the way!!! Window said 23,995. Told the dealer i am not going over $15000 for the truck i wanted. He kinda giggled at me and we left the dealership. 10 minutes later he called me up and said if I was willign to come back today they would give it to me for 15000... come to find out exactly what they paid the guy that traded it in. I was told the dealership hadnt sold any cars that day. I said well good for me!! I think I got a great deal for the money.
One of the few nice things about living the the Detroit area is that everyone can get the Chrysler employee discount...plus rebates and low % financing.

I have a stong feeling that he doesnt have a choice but to shop around now,lol. 7 months later i doubt that truck is still on the lot, unless they got a sucker to buy it at that price, or they dropped the price.
