NO.. you have misunderstood. At WOT is when you get the 2.5% additional fuel. But the POWER WIRE was not designed to add fuel... thats just an added bonus.

The Intention of the PW is for the 3-4 degrees timing advance. If you can drive a full tank under an easy foot and without going WOT you will in most cases see a gain of 1-2MPG. So it really works throughout the RPM range.
