Another Tonno Cover Question

OK down to Tonno Pro and Rugged liner cover. Which is better quality? If you have either do they flap much at speed? Thanks!

Can't comment on either of those, but my Truxedo flaps a small amount at speed. Hardly noticeable though. I would guess most of the soft covers are the same.
