My AT&T wireless card was provided to me from work. It's on a corporate voice/data plan at $45 a month for 5 GB of download...

(Lucky me)

In canada, I have 6gb data on my iphone for $30/month. I can tether it to my laptop and browse anywhere.

Your extremely lucky!!!
AT&T wireless continues to delay tethering in the U.S. on the iPhones. I believe its infrastructure isn't ready to support it.
