The service manual shows no upper inner bolts, just the 3 others. So it's not an assembly line decision. They look more like studs in the bumper held to the frame with nuts though.

 

Haven't checked, but if they are on the undercarriage part, could they be for something like a mopar bull bar for the front?

 

The holes are for the new SRT Ram front end coming out.

Hi All:
In checking out this thread I noticed half the screws to secure the plastic inner fender panel to the front and rear fenders are missing. The holes are there but the screws are not. Could be the source of some of the rattles I have.

Not all the holes in the fenders are not for the wheel well linings.
