Tires and rims do look like stock Dakota R/T, but I know a guy back home who swapped out his for some wider OEM looking ones to make it a bit of a sleeper, so I'm not ruling that out here. Likewise on my Camaro from the side it looks like standard 17" American Racing wheels...but they're 10.5" wide with 315/35/17s.

Why? Exhaust looks stock, no safety cage, no belts, no guages. Anyone with brains would have these things in place for a truck with 2 blowers. Again, it can't be street legal anywhere anyway. (I think...
Superchargers/turbos don't necessarily make your vehicle illegal. If it fails to meet emissions, like in CA, then ok yeah, but to my knowledge there's no laws against having too much horsepower. Track rules, on the other hand, dictate certain things like if you run under certain times in the quarter mile, then you have to have a roll cage and it has to be welded in at certain points, a little faster and you have to have 5 point harness, little faster and you need a battery cutoff, fire extinguisher, window net, etc etc. On the street though as long as it meets emission / noise laws, I don't see a lack of exhaust or tires or a roll cage necessarily making it illegal.
That exhaust could very well be stock, but it wouldn't affect the muffler. I know of a lot of people that just change the muffler on their rigs and leave the rest of the piping in place. Sure, he can update it and make better flow, but it's not required with a supercharger. It's not exhaust driven like a turbo is.
Those are small blowers as well, so that makes a difference.
You don't have to have a roll cage to be street legal with that type of setup. I know people that drive 1200 HP+ cars as their DD all the time.

I am well aware of the track requirements and how the upgrades work... what I meant was that anyone putting in the time to do this would have "most likely" upgraded other things too....and trust me....having two blowers hanging out your hood would NOT be street legal or street safe....even outside California. It would also surely require the ability to breath and a stock pipe would not allow that very efficiently. That truck would be purpose built for one thing that any cop would pick up on quickly...street racing.
two blowers would not make it unstreet legal. sorry not in gen. now emissions could be a diff. story but just having them won't make the car unstreet legal. not counting cali. everything is ilegal there it seems (not really)
It would definately be legal here. No emision testing, no aircare etc. Nothing to say otherwise. The belts are both hooked up, that is all I know till I see him around and can ask questions.
I have to agree, that from what I've seen (in the picture), there is nothing that would make that truck illegal (in most states). Now, if he was missing lights or didn't have a windshield or brakes or something, then that could make it illegal, but doesn't appear to be the case.
Having lived in CA, yes, that truck would attract the attention of a lot of cops and they have some really stupid rules and the superchargers may not be legal in CA b/c they aren't CARB certified or whatever, but those rules don't apply in most of the other states.
