I charge my dell all the time, cell phone and drill battery charger. Its a 150 watts charger?.. If it cuts on/off have it checked out?

Ya that sounds like a defective unit. Or your stuff you are charging is old.

The user manual for the 2010 warns against using a 3 to 2 prong adapter. Anybody know why?

it probably has something to do with liability in case someone plugs in something with faulty wiring and shocks themself

2 prong plugs are attached to double insulated equipment. (Look at newer power tools) 3 prong plugs have a third wire for grounding purposes. Since a truck (rolling stock) has no true earth ground, they cannot use a three prong receptacle, as there is no true ground.

True. It is possible to be shocked.
It is somewhat stupid to use a two prong receptacle as most all laptops have three prong plugs. The adapter is all you can do, dumb as it looks and is.
