Just took delivery of my 2011 1500 Laramie. I ordered it loaded 3.92 posi tow package, class IV reciever. I took it to the dealer today so they could set up my trailer brake controler. After 20 minutes the service manager comes out and informs me that I dont have a brake contoller, that I didnt order one! Then he hands me a pigtail and says go to trailer depot they will splice it in under the dash, (the dealer does'nt do that) and go buy an after market controller.
I blew up, the salesman that sold me the truck and the owner came over, I said answer me a question, how do you sell a truck set up for towing with a class IV reciever and not include a trailer brake controller! WHO DOES THAT! He says most people don't tow. I said (some stuff i can't post) when I ordered my truck I never ordered air in my tires! but you guys filled them anyway. Do you ask for laces when you buy boots! WTF !!

The "tow package" is just a setup to tow something, not exactly heavy duty stuff.
There is no point putting a class I, II, or III receiver on a truck like this - they only make class IV. The tow package is really just for the handy plugs on the back by the license plate and you get a hitch, they just brag about it being class IV just because that's what car companies too. They also brag about air conditioning being standard and other crap like that - so it's not something new.
The tow package is for people that tow a random small U-haul trailer from time to time or maybe a jet ski - those things don't need a brake controller.
If you are towing 8000lbs every weekend then yeah you need a brake controller but how many people really do that?
I know it sucks but if you actually paid the extra money to order the truck, I would have double and triple checked the options I chose.

A factory brake control was not an option on the 09's. It works great and I didn't need to do any wiring.

I've purchased a new 1991 Ford F150, 1997 Ford F150, 1998 Dodge Ram 1500, 2002 Chevy Z71 & 2004 Dodge Ram 1500 - ALL 4x4s, ALL with factory tow package and NONE came with a brake controller. I've also had a 1994 Ford PowerStroke Diesel that did not have a brake controller in it, although I did not buy it new...
