If I remember correctly an RRT was put out about the insulation on the AC in the passenger compartment to be removed. This was in 2009. They were all falling off so It was easier to get rid of it. All the glue was to be cleaned off at the time it was removed.

Maybe some were removed but not cleaned properly.
