They have two optional mirrors in the brochure;
Standard on the Laramie is;
"Power multifunction trailer tow, heated, manual folding, chrome, includes position memory, exterior courtesy lamps and supplemental turn signals (GPC)

Power folding multifuction trailer tow, heated, chrome, includes position memory, exterior courtesy lamps and supplemental turn signals (GP2)
Dodge does not have this in their tow mirrors. At all. They do not fold out or in or up or down on the fly. It's all manual. You will have power mirrors, but that's it. Ford doesn't offer this either, and I'm pretty sure that GM only offers fold in mirrors and that's it. If you'll think about it, there is a justifiable reason why this is. There is simply not enough room in that housing area to install a well designed electric motor that will not only stand the test of time, but be able to rotate that mirror head in a 70MPH wind IE you driving on the highway.

It would be cool, but it's not reasonable.

So then what is the difference between the two mirrors?

Standard on the Laramie is;

Perhaps they have added in the ability to fold them in like a lot of vehicles have, but I'll stand to my statement that says they do not have the ability to fold up and down for the tow function.
