I did a google search on Hub centric rings and I founds this info. Hope this help explain what a hub centric ring is cause I didnt know either.

most rims are lug centric, which means the rims are supported by the lugs and not by the axle,these rings fill the void between the axle and the rim and take the weight off and center the rim better, unless you buy hubcentric rims.

did you ask snipe if he had any problems with the wheels when he had them?? it could be a bad wheel tire combo. I had a set of 22" U2 wheels with nexen tires that would not balance. i took them to 4 or 5 tire shops to have them try by it couldnt be done. I finally put 6 oz. of balancing beads in them and ended up with it being reasonable.
You might want to try using beads in them, i put 6 oz. inm each tire you should be able to get them at any tire shop.

How much weight is too much, when the dealer put my tires on the new OEM chrome clads I noticed a lot of weight on on particular wheel.

I had the SAME issues with my truck when I first bought it. They had first used a wheel with the wrong offset and the tire rubbed. I went back to them and they added spacers, the shaking was insane so I took it back again. They rebalanced all of the wheels and said I was "good". NOPE, I was not good and it may have been worse. I even took the shop manager for a ride so he could see how bad it was. They ordered me the proper wheel with proper offset and tossed the spacers in the trash. Find out if you have spacers or not and as the other posts mention it needs to be hub centric.
