U don't need to drill any holes, run the tubes into the tie down loops at each corner and into bed there are holes there!

You can see in this picture where the holes are in relation to the tiedowns. LIke the other guys said, normally in a plastic bedliner there is an oval plug around each tiedown. If you pull that then you should be able to get to the hole.
