It is perfectly legal here in alberta manitoba and Saskatchewan. However it is illegal with every other place, same goes for radar detectors. I believe that it is also illegal in some states but don't quote me where...and don't quote me on manitoba and sask.

The reason they are legal is because they can't regulate "light" and that is all laser is. As I said, HID Projectors jam laser, so do you want to ban HIDs? Radar jamming IS illegal and thats because Radar signals or protected by the FCC (I think thats the right agency). The laser jammers, or shifters as they are called as a PR move, effectively give the cop no reading by sending a mix of frequencies back.
Anyone running HID projectors are running laser jammers of sorts as is
, so thats what makes them extremely effective on cars such as the current gen camaro- HIDPs + Jammers with no easily reflective surface in the front... but your HIDPs need to be ON to work 
as far as legality is concerned:
The use of a radar detector in a passenger vehicle is legal in all states with the exception of Virginia, Washington DC. and on military bases.
In Canada, the only three provinces that allow their use are Alberta, British Columbia and Saskatchewan.
Laser Jammers and Radar Jammers are illegal in the states of Nebraska, Minnesota, Utah, California, Oklahoma, Virginia, Colorado, Illinois and Washington DC.
