11.3V at headlight pins but not lighting up

Typically if one seemingly unrelated bulb lights when a different light is turned on, that suggests a bad ground. What happens is the intended bulb grounds through a different bulb in the circuit, causing both lights to illuminate since current flows through both on the path to ground.
