Ok I checked again on the way home tonight and it seems the bottoms are working but not up near the front of the seat under my thighs and certainly not very warm just warm enough to tell they were on .

For what its worth, that is how my 2009 Laramie is. Warm only under cheeks and not thigh area.

Default 2013 Heated seats characteristics

I bought a 2013 with the heated and cooled seats in December. I have the controls so they come on with the remote start, but they aren't warm when I get into the truck. I guess there's either a sensor that keeps the heater from running until you're in the seat, or it's set to produce such a limited amount of heat that it doesn't come through until you are on it to hold the heat in.
Mine gets warmer than I want fairly quickly, and the seat seems to heat up faster than the lower back area. It heats up my thighs just fine. I don't think it covers the front 3 or 4 inches of the seat though.

That's the way they all work. I'd say it's simply because the outer seat cover is not in full contact with the heater until you sit on it. Plus, the elements are buried in the foam I imagine so it needs the compression of our *** to transmit the heat.
