would i get more horsepower from the Mopar cat back exhaust and cooled intake

just purchase the 2017 Rebel first dodge truck

You really won't get much HP maybe a bity better throttle response and noise is all. The vehicle already has a cold air intake from the factory. A tuner is money better spent.
