Default One side of truck lighting intermittently works

So a friend of mine has a 2011 Ram 2500 4x4, CTD. The right side tail light, fog light, and parking lights/marker light in the front work intermittenly. I'm just going to give the run down as to what happened today when I went and looked at it.

So I noticed they were not working, opened the hood looked at the fuse block found the one I needed to check M18 I believe was the spot. Went to put my test light on it and it pushed the fuse down the rest of the way, I'm like ok? Looked at the lights, everything works. Awesome! So I decide take it for a ride bounce it around see what happens. Come back still work. So said something that the driver side fog light wasn't working period. Ok, I'll look at that next, so I'm on the ground with the lights on, so I can check the socket. And I notice that the marker light was not on, over on the passenger side. I crawl over there and watch the lights, flicker, then go off, then come on then go off and stay off. So I said something, well that's the problem they said, it works and then it doesn't. So I'm thinking it has to be a bad ground, causing the tail light and marker light not to work.

However the fuse was good. I didn't see anything for a relay that controls the right side lighting, I found one for the left side.

Now here is where things get weird for me. The fuse would not light up the test light. So I checked the fuse for the left lights and that didn't light up either. I'm like wtf! So I pull the fuse, not burned out, test it with a multimeter and it has continuity acrossed it. So the fuse is good. I stuck my multimeter on the negative battery terminal and then probed with the positive, but it said i had .000 volts? I used the test light again and same thing. Oh and by the way, by this time the lights on the passenger side were working again. And were working with the fuse out....

So my question is, have any of you guys run across the problem? Point me in the right direction? It baffled me. I would think it has to be a ground issue because they work intermittently work? But the no relay for the RH lights puzzled me. Thoughts, suggestions, or reported fixes would be helpful. Thanks.
