Default won't start, crazy electrical issues

I've had nothing go wrong with my truck until now. I spent the morning running errands came home and went inside, no issues. About 20 mins later I went to leave and my dash went crazy with lights flickering and clicking (not starter clicking) but nothing else. The key didn't want to turn off either. With the key "on" and the battery connected there is clicking coming from the fuse box. When fuse M27 (IGN SW/WIN/PEM STEERING COL LOCK) is removed it stops. Any idea what's going on?

Another component....

this is morning when I came out the battery was dead. I put the charger to it (terminals removed) and the charger would cycle once and then cut off. Once I took the battery out it would charge properly.
