Default steering stabilizer shock

I have a 2009 2500 dodge 4wd. Truck has 125,000km and the suspension is stock. Noticed i had some wandering with the steering when hitting some bumps on the road. No wobble though. Checked steering shock and it is leaking oil. I have purchased a KYB shock at a NAPA dealer and it had a nylon band around shock keeping it compressed. Get home and take nylon band off shock does not extend. Question is this normal? I have looked at possibly get a Bilstein shock and have watched the video on Youtube of a guy installing one. When it is compressed it will extend back out on its own. I have also looked at a Monroe it does the same as the KYB. Wondering what other people have noticed?

A steering stabilizer may look like a shock absorber, but, it's just is entirely different. Nitrogen charged shocks WILL extend when you clip the plastic feller, but, you do NOT want your steering stabilizer forcing your steering in any particular direction........ so, it not doing anything is correct.
