Default 2012 Dodge Ram 1500 5.7l i have no high beams, wipers, horn, turn signals.

i have a 2012 Dodge Ram 1500 2 wheel drive 5.7l eng. I have no turn signals or horn or wipers or high beams..Everything else works great. cold a.c.. Radio works. hazards work. any ideas.
i checked all the fuses with a test light and a ohms meter. all is ok,

Quick update. If i unplug the cruise control plug from the back of the steering wheel all my problems go away, except now my cruise does not work due to being unplugged.. I changed out the steering wheel switches wire pigtail assembly part number 6816 3712 ab - 001 from dodge dealer. Parts guy said it was a common issue. But i have the same problem with the new wire assembly. Any ideas. Could it be the clock spring?

Isn't the CC switch/assembly under a recall of some sort?

The only CC recall I'm aware of is for a software update. The notification did not read like any hardware was involved.
