Default Tail light fuses

So I went through my fuses on Sunday while my truck was off since I’m currently dealing with an electrical issue, I’ve came across 2 fuses (m17 and m18) showing to have 3.5 volts. Now the question is, what’s the voltage that should be showing on those fuses? I’ve tried to find it with research but no luck. This is on a 2012 Dodge Ram 1500 4.7L

If you remove the fuses and check both sides of each fuse with a meter, what do you read?
