Default Electric Brake controller adjustment?

Can things go wrong with the electric brake controller? last fall I had it set up for 2 trailers I own and I could lock up the electric brake on both trailers by manually squeezing the controller on the dash. This spring using the same settings, I hardly get any braking on the trailers. I haven't checked the brakes on either trailer but find it strange that both would go bad at the same time. I even tried creating a new setting using maximum braking power but still get very little response.
Any thoughts where I should start my look? Or could this be a software issue?

. I use a old blower motor wired into a trailer connector for testing. one wire to the electric brake wire, the other to the grd wire.

It puts a load on the wiring to see if its capable of handing current...and you get a visual indicator of power (the fan spinning)...the harder the brake is applied the faster the fan spins.

when customers see the fan spinning they are more easily convinced to bring the trailer in.
