What year Ram are you referring to?

Typically the tail lights and license plate lights are on the same circuit, so since apparently it's only an issue on the driver's side, I'd be suspicious that maybe someone tapped in to the wiring to install a trailer wiring harness and used those crappy wire splices that are not intended for exterior use, the wiring corroded, and the lights stopped working.

Do you know if the truck has trailer wiring and if it's factory-installed or not? Do you know if any body work has been performed in the rear of the truck that might have caused someone to work on the wiring harness? Do you have a multimeter or test light to test for voltage at the bulb sockets?

Yes it has a factory trailer plug . No power to the taillight part of socket . Power to turn signal. It is a 2011 ram Laramie. 60,000 miles, bought new.thank you

Interesting. Thank you for posting what you found the issue to be. Hopefully the replacement fuse lasts and there isn't some intermittent short circuit that caused the last one to blow.

I thought it a little weird. I wasn't expecting a fuse . I figured it would be something else , something expensive. Thank you for answering my post . I appreciate it.
