Clicking Sound From Starter Solenoid With No Start
I have a 2017 Dodge Ram 1500. My issue with it is as follows. When I turn the key I hear a click from the starter solenoid. The start does not turn over. I removed the started and checked it outside of the car. The starter runs fine. I have 12 volts going to the starter. The battery has 12 volts. I checked the battery terminals and they are clean and tightly connected. I also go another starter and it works outside of the car and fails to start when installed also has an audible clicking sound.
I am at a lost and unsure how to proceed.
Could this be an issue with the a starter relay solenoid in the fuse box. Apologies if I have used the incorrect term. If this could be the problem how can I test this? Could it be a ground issue? If it was a ground issue would I still get the clicking sound?
I cleaned the ignition connections and the power connection from the batter on the starter also.

Where is the click you are hearing coming from? The fuse box? Or the starter? If you have a spare body to help, you could test the little wire at the solenoid, and see if you are getting power there with the key in the start position. Needs to be at least 9 volts down there for the solenoid to pull far enough to engage the motor. If the starter relay is removable, try swapping it with another one, see if anything changes.
Are you only getting a single click or a rapid series of clicks? If only a single click, turn the headlights on and describe what they do when you attempt to start the truck. Do they go out almost completely at the time you hear the click?

] SOLVED SOLUTION [
The first time with my multmeter I checked the battery voltage. It was 12.3 volts. My multimeter had a low battery and was acting funny. I replaced the multimeter battery after replacing the starter and posting this. I double checked the battery voltage and it was 10 volts. That was the source of the problem.
