Default OBDII Port

So for the last several days I noticed my OBDII port hanging. I let it go for a while but it started bothering me, so I got up under there today and I noticed that the original ODBII has some sort of adapter in it and from there is an access port for an OBDII. Has anyone else seen anything like that on their trucks. Any idea how I can find out what it is.....?

Is it a lease/paid for? A lot of companies put gps locators on the obd port to keep track of it.

If it is zip-tied in place, it is NOT factory.

I purchased but the last owner was a leasing company. For the first year I had this free 1 year tracking app that came with it.
