are any of the srt4 parts interchangeable with a 96 neon

 

The 22mm front sway bar bushing says 95-99. I believe, can't say for sure, the sway bar bushings are basically just specific to the bar size. They're all the same, just different sizes.

 

are shocks struts springs interchangeable?

 

Yes. I removed my stock springs and put on lowering springs, on my stock struts. If these springs fit your year Neon struts I cannot say.
