Default ballast resistor

i have a 1971 dodge charger 383 auto tilt stering wheel. the ballast resister 2 prong smokes on putting on a new one. then fails eventually. this part of the starting cicurit.when it fails engine cranks but only starts when put in run condition. sounds like to much voltage i fiddled around with the starter switch many years ago tried a different one don't exactly remember back then. the tilt wheel has a certain starter switch that is mounted on the right side of the steering column close to the fire wall hard to get at.also a rare item to find. any help is wellcome.

All the ballast does is cut down the voltage going to the coil during run. It should not smoke unless you have something wired wrong.
