Number Plate?!?

I was digging through all of my boxes of stuff and found 2 sets of keys and a number plate i was wondering if anyone could help me out on what it means

1974 dodge dart parts box is what it was in btw

36890 42-C
Sim 13685 1924

anyone have any ideas??
