Have you tried Zaino BrosZ-16 Perfect Tire Gloss? From the review they are the best tire cleaner. Hope this help. I'm using Meguiars Endurance Kit and thinking of trying this one out next time I clean my tire.

I use a stiffer brush with the car wash soap on the tires, always worked well for me.

My '04s Cepeks don't look bad at all, but I've been in Fl. caring for the folks virtually full time since it was only about a year and a half old. When I had the '98, I lived in Ga. the entire four years I had it and 99% of the time I was not at work or home sleeping, I was in the woods hunting, fishing, or just off-roading in general. (Gee, maybe that's why I'm divorced now )
The tires were stained red from that famous Georgia clay and I neglected them and let it get set in real good. Not to mention the cloth seats were stained that color for life too. I tried a bunch of the auto store type products with very little improvement and the mechanic who owned the place that maintained my company vehicles suggested a mixture of water and bleach (I don't remember the exact ratio, but it's the same you use when you clean mold off the side of the house) in a regular sprayer from a garden store.
Never did get them 100% like new, but it took a good 90% of the stain out and the raised whites did come out about like new...

I have a brush thats curved to fit the contour of tires, and a product you can get at wal mart called Super Clean. Put it in a spray bottle, and spray it on the rubber and the rims. Dont let it sit long, scrub with the brush, and then rinse. It eats brake dust like its nothing.

I found a Clorox household brush that has a nice handle in the cleaning supply section. Unless the tires have not been cleaned before, I use car wash soap. Otherwise, I use Duragloss APC diluted. I got some Meguiar's APC but have not had a chance to use it.

Be careful with many cleaners since they can damage wheels. I hand apply a tire dressing (like Mothers Reflections Tire Care) with an applicator. I use the foam tire shines for wheel wells.

you should be able to get it off with just soap and water and a brush during a normal wash of a vehicle. if not use optimum power clean, or megs D103 all purpose cleaner. and a good brush. If you stay on top of it you will not need to use the cleaner often just soap. if you take care of your vehicle cleaners for the wheels and tires are not needed. I wash anywhere from 2-6 times a month and i just use regular old car wash soap.

for a dressing to keep them nice zaino Z16 is amazing.
