Default Programmers, recalls and mpg

Hi guys, I'm over visiting from the 3rd gen dak. section. My dad has an 07 2500 4x4 auto 5.9l cummins with a bully dog cai and aftermarket exaust with no cat. He was getting about 18mpg then he had a "recall" (reprogramming) done and now he says he's getting about 13mpg and is asking me about a "chip". So my questions are - 1. Has anyone else experienced decreased mpg after a recall? And if so can anything be done to fix the decrese? 2. If nothing can be done what would be the best programmer for mpg (also easiest to use, he has trouble with technology)and would there be anything else that he would need with it? Also is there risk involved with the programmer?

Straight pipe if he doesnt already have one a lift pump (not really necessary) a superchip gives good MPG buddys got one on a 05 with a airdog150 and gets 26MPG on 35s but he has a 6speed

i agree for simplicity go with either superchips or diablo
