5.9 Stopped running at highway speed and won't start

Exclamation 5.9 Stopped running at highway speed and won't start

My 06 5.9 Cummins and I were at freeway speeds+ doing around 80 when the truck "shimmied" like axle wrap I had experienced pulling my travel trailer with the "Supertuner" set at "tow/performance" mode.
After the shimmying, the truck died with all lights still on, everything else is fine just won't turn over completely.
I can get a slight turn of the engine but stops.
hooking up a meter I'm reading 13.3volts at no load. Turning the key on, drops in the mid 12s until finishing the sequence then back up to the 13s.
Attempting turn-over, drops to 8.4ish. Release the key, back up to the 12s volts.
Got it home, charged the batteries completely, checked the batteries with load tester. Still nothing but the attempt to turn with no complete revolution.
Let me say again about the SUPERTUNER for our recent road trip and still had it programmed when this happen. Could that have caused something?
It's almost acting as a seized engine but I can go back and try again later and get another slight turn on the engine.
No check engine lights

As I hope for a response, I'm cleaning all electrical connections and going towards the starter to remove it and bench it.

Anyone have this situation? Any help would be greatly appreciated.
2006 Ram 2500 2WD Mega Cab 5.9Cummins with 48RE trans. 133,300 miles. Very very well taken care of even prior to my owning it.

Do a starter draw test. Given the voltage readings you are seeing, I would suspect something is bound up. You could try taking the accessory drive belt off, and see if that makes any difference. I have seen a seized alternator cause the same no-start symptoms.
