07 caliber heater does't work

It has to be getting air in the system if flushing fixes it each time unless it's a blend door issue and coincidence.

Has anyone resolved this issue

Have a 2010 caliber, engine temperature doesn’t get above a 1/4 .of course this means no heat. Any ideas are appreciated.
