That piece is the evap solenoid switch. The clicking noise indicates that it's on it's way out. When pressure in the fuel tank rises the evap canister stores the fuel vapours from the tank, and when you start up the van, the evap solenoid energizes allowing the engine to draw the fuel vapours into the engine to be mixed with the air flow to be burned off.
