Default Fuel gauge briefly malfunctions

1998 Dodge Grand Caravan. 3.3L. The low fuel light and warning chime would both go off and the needle would drop slightly. Then all would go back to normal. Did this lead to the next problem? Car all of a sudden won't start. Can jump it and it runs fine. Battery tested good with a full charge. Still requires jump to start it. After attempting to start it without jump, when key is turned back a relay under the dash starts clicking.

Replace the battery and clean all connections. The battery maybe no good even if the tester show it is.
