Default 1997 Grand Caravan SE

I have a 1997 Grand Caravan SE that the cruise and horn has quit working, also the airbag light stays on. I read where there was a recall on these vans, but when I called my local Dodge dealership I was told my van was not covered. Why are some vans covered and some not? Will the airbag still function properly, if needed? How hard is this spring to replace on my own?

Not hard at all. Actually, removing the steering wheel is the hardest part. Just be sure to disconnect the battery and wait 2 minutes for the clockspring and ACM to discharge.
