That would be pretty tough.
The 08 vans are "drive by wire" that means there is no cable between the gas pedal and the throttle body. It all electronic.
How much is the factory kit? There shouldn't be much to it, just the switches, maybe a whole new clockspring...

I don't think I've seen an 08 without cruise. I just assumed it was std equipment.

 

will try dealer. Parts window does not know about a system for the 08 and yes I have one without cruise. Can't believe they left it out.

 

I have an 08 base package and it doesn't have cruise either. You had to get the next package up. Mine didn't even come with tinted windows. I assumed they all came with tinted windows since there was no mention of it in the brochure. wasn't very happy when it came in without tinted windows.
