Yes that is the case about 70% of the time.

You don't have to buy the part.
I have a 2001 Dodge Caravan with the same problem. The fix is cleaniing, lightly wire brushing and bending tabs slightly on the FCM.
(metal box attached to front of fuse box held on with 4 torx head bolts. Remove and clean and what ever to get good connections on the electrical connections. I have had mine apart twice before I got it to work long term,(worked about one week the first time)but its been over two years and everything is working fine. Best thing is that its *******ly a free fix.
